2008 Rule Book
A Non-Profit Organization
PURPOSE
1-
To promote the sport of barrel racing, along with educating members in horsemanship and showmanship within the competitive
sport of barrel racing.
2- To make known to all members, the information concerning dates of barrel races, the year
end awards ceremony, and other items pertaining to our association.
3- To establish a point system by which a yearly
WBRA championship barrel racer is named in each Division of the Open, Youth, Senior, Pee-Wee and Pole Bending classes.
4-
To establish dues which the Secretary- treasurer will collect. These dues will be used for postage, copies, supplies needed
to run the events.
MEMBERSHIP/YEAR END AWARD ELIGIBILITY
1. Annual membership dues are
hereby affixed at $25.00 per individual per year and $35.00 for a family membership per year, if more than 3 individuals in
a family, then $10 per person additional.
2. There will be a $15/ horse charge for additional horses. One horse per
member with membership, $15 each additional horse.
3. Fiscal year is January 1st through December 31st.
4. Dues must be paid prior to race to receive points.
5. Members to be eligible for year end awards must be
a member of the WBRA, go to 4 of the summer series races, and get one $25 donation for the year end awards.
6.
Membership not transferable.
7. Must be member of the WBRA and get a $25 donation to be eligible for year end awards.
The
$25 can be in the form of money or an actual award worth $25.
Each membership whether family or individual is responsible
for the above. i.e. if family membership only one $25 donation per family membership.
8. Must help out at one event
whether it be rolling barrels, setting pattern, tractor, or setting barrel pattern. If you can't do it yourself, have
a representative do it for you.

9. Must compete at 4 of the series races to be eligible for year end awards

If competing on more than one horse, each horse must be declared and competed on at 4 of the summer series in order for each
horse to be eligible. Can not combine points on from two different horses.
11. Must compete at 4 of the series races
to be eligible for year end awards. Prior to 3rd race, membership dues must be paid prior to start of race, and
horses must be listed on membership application to be eligible for awards.
MEETINGS
1-
All WBRA general meetings will be held in any designated place. Advance notice will be given to members with times and place
of meeting.
2- Rule changes will be made before the start of the new season. Any new proposals will be brought and discussed
at that time.
3- All WBRA meetings will be conducted in a civil and orderly fashion.
OFFICERS
1- All officers will be elected prior to new barrel racing season. Offices will be held from the 1st
of January through the 31st of December of each year. Positions are annual positions.
2- The offices of the
WBRA will the following: president, vice-president, secretary, treasurer, youth director, and arena director.
3- All
candidates shall be 21 years or older with the exception of the youth director which shall be 15 years or younger.
4-
The board of directors consist of the president, vice-president, secretary, and treasurer. These are the people who make major
decisions for the association.
ENTERING AND PAYMENT OF ENTRY FEES
1- All fees must be
paid prior to beginning of race. Once that draw is posted all other entries will be added to bottom of the draw.
2-
No entries will be accepted once race begins.

3- No refund on entries once draw is posted and first run
is made in the first class.
4- Checks and cash excepted. If a check is bounced, then a $25.00 fee will be charged, and
the person who bounced the check will not be eligible to run until that money is received in cash. After that, only cash will
be excepted.
5. Pre-entries at races will be draw first. All late entries will be drawn and put after pre-entry draw.
A $15 late fee will be added for all late entries in races that advertise pre-entry. Otherwise entries will be taken the day
of the race.
PAYOFF/POINTS
1- All points from the summer series races are taken into
the year end race.
2- In case of point ties, the decision will move to over all money won.
3- Must go to 4 of
the summer races to be eligible for year end awards. Can not combine two horses points. Each horse must compete in 4 of the
summer series races.
4- Will take higher placing even if it is in a lower division. Also, only can win one placing
on each horse in each class. (Can not place in 2 divisions on same horse)
5- Points will be given in each division
in the Open, Youth, and Senior as follows.
1st- 20 points, then # of riders bested. Charlie Horse
Timing System used in computer tally
6- Race results and Year end series results will be posted at each Summer Series
Race.
7- No points will be given for knocked over barrels or going off course resulting in a Disqualification.
CONTESTANTS/DRAW
1- Contestants must be at the gate and ready when called.
2- Can
not lead horse into arena, may lead on foot to arena gate.
3- One minute allowed to get to gate after called.
4-
Horse must be under control when entering the gate, if the horse is not under control and the

safety of
other contestants is compromised then that horse will be asked to not enter again until the problem is fixed.
5- Running
positions will be randomly drawn with computer program. If riding more that one horse in a class, the secretary will make
sure that there is plenty of room between horses.
6- Draw will be posted and announced prior to race
7- All late
entries will be drawn and added to bottom of draw. Those riding more than one horse will be split as good as possible. If
taking entries closer to time of start of first class, the announcer will announce how much longer entries will be taken,
and also announce when entries are closed.
CLOVER LEAF PATTERN RULES
1. Barrel racing
is a time event, using brightly colored 55 gallon barrels. No plastic barrels.
2- Both ends of barrel must be closed
3-
Only one contestant and horse in arena at one time.
4- Starting gate will remain the same throughout entire race
5-
The pattern will be marked and will remain the same for entire race.
6- Time only's will be positioned either 10
feet or more in front of or behind original event stakes. Generally behind original stakes to keep holes from accumulating
before original event stakes. NO WORKING STAKES. MUST BE AT LEAST 10 FEET AWAY.
7- Any time racer crosses the eye once
name has been called the time begins, unless caused by someone else. Example, someone running in the arena, etc. Otherwise,
once you cross the eye, time begins.
8- Knocked down barrel, or going off course will result in a no time.
9-
Knocked down is considered laying on its side.
10- May go to either the left or right barrel first. Must make one right
turn and two left turns, or one left turn and two right turns.
11- Running start is allowed, but can circle in arena
once. If more than one circle then no time will be given.

12- Ground will be raked at consistent intervals
throughout entire race. Entire arena will be worked between classes. It is the arena director's discretion on the intervals
of raking.
13- Must carry over from open class to either youth or senior. Can not carry from youth or senior to open.
If not carrying over then rider must run open run first.
OPEN CLASS
1- Must compete at
4 of the summer series races to be eligible for year end awards.
2- Riders that ride more than one horse must qualify
and declare each horse and compete on each horse at 4 of the summer series to be eligible for awards on each horse.
3-
Carry overs into other classes must be made prior to race starting time. If choose not to carry over than will have to run
the second run in the second class. No changes after the race starts.
A. If rolling a time over and knocked a barrel
down in first run a no time is rolled to the second class. NO EXCEPTIONS.
B. If not rolling over and the second run
is not ran, then the entry fee is forfeited, and draws out of the race.
4- A knocked down barrel and/or off course
is a NO TIME. Must make attempt to continue forward motion, Intentionally slowing down or pulling up your horse will get a
no time.
YOUTH CLASS
1- Must be 15 years old or younger by the 1st of January
of the current race year to be able to compete in the youth class.
2- All other rules stated above in the Open class
will apply to Youth class with exception to the age limit.
3. WBRA may require proof of age
SENIOR
CLASS
1- Must be 50 years or older by the 1st of January of the current race year to be able to
compete in the senior class.
2. Must have at least 3 contestants in class to offer the class.

3-
All other rules stated above in the Open 4-D class will apply to Senior class with exception to age limit.
PEE-WEES
1.
Proof of age may be required.
2. Must be 8 years or younger as of January 1st
POLEBENDING
1.
One second between 1D and 2D, and the 1 second between 2D and 3D.
2. All other rules apply
RE-RUNS
1-
Re-runs will be given should a default occur due to race management.
2- A re-run shall be made within a reasonable amount
of time, no less than ten minutes later: Or option of running at the end of the class that the default occurred. Any other
options shall be at the discretion of the contestant and race management.
3- In a re-run situation, any penalty will
be carried forward.
GROUND PREPARATION
1- The arena will be fully worked prior to start
of race.
2- Arena will be worked between classes.
3- Ground will be raked at regular intervals at the arena directors
discretion.
4- Time only's will be done 10 feet or more in front of or behind race stakes. No one working horses
on stakes.
5. No drag during pee-wees. Big drag after pee-wees before open race begins. Pole bending will be raked
at the arena director's discretion.

BARREL PATTERN
1- If arena and ground permits, standard course is set as follows:
60 feet score line from timer to first barrel
90
feet between 1st and 2nd barrels
105 feet to 3rd barrel
In smaller arenas, pattern
is to be reduces proportionately
2- Stopping room must be no less than 45 feet and in standard courses 65 feet.
3-
Barrels must be set no less than 15 feet off of fence or bucking chutes on 1st and 2nd barrels. An no
less than 30 feet on 3rd barrel.
4- Barrels must be staked and is overseen by arena director.
VET OUTS/SICK OUTS
OUTS/SICK OUTS 1- Must provide a vet or doctor release,
and the entry fees will be returned except for an office fee will be kept. If running in more than one class, and vet out
after first run, no refund on entry fees unless a vet out is handed in prior to end of race.
2. No refunds on
entry fees at all, unless vet out or doctor out, and an office fee will be kept back.
CONTESTANT CONDUCT
1.
WBRA's board has the right to decline or revoke any person/persons membership due to unsportsmanlike conduct, or abuse
to animals.
2. Unsportsmanlike conduct is considered fowl language, or out of control behavior on the part of the contestant.
3. Abuse to animals is considered excessive hitting.
4. Misconduct of any fashion will not be tolerated and
the WBRA board has the final say on all and any charges.
